We've been working over a number of years to improve the way we pay for care in Wales. The Assembly Government has invested a substantial amount of money to protect people on low incomes who have to pay for care at home. However, we know that there are still problems and difficulties, and that this system needs to change some more.

If we don't make changes to the system, it will become more and more difficult for it to meet rising expectations from care users about the quality of their care. While we celebrate the fact that many more people in Wales are living longer, and in better health, we need to plan for the demands that this will put on care services. And because we're living longer and in better health, it's been predicted that a large funding gap will open up between the cost of care services and the money that's available to pay for them.

The Welsh Assembly Government wants to hear what you have to say

about how we can create a fairer and more sustainable system for paying for care in the future.

We also want to hear from stakeholders - by this we mean people who work for a government body or an organisation that:

  • provides care and support services; or
  • represents people who use care and support services.

As well as having their say, we're encouraging stakeholders to get involved in the consultation process and hold their own consultation debates. Materials to support stakeholder-led consultations are available from our stakeholder information section.

  • Sharing the responsibility

How should we share the responsibility for paying for care in the future? Who should contribute more?
If you need care and support, who should pay for it?
    • You?
    • Your family?
    • Everyone in society, through the Government and the tax system?
  • Setting clear, fair rules

How should the Government allocate its funding in the future?
If you need care and support, should the financial help you get depend on:
    • The kind of support you need?
    • How much money you have?
Should these decisions be made nationally, or locally?
